Kanpur is situated on the bank of river Ganges and has been an important place in the history of modern It played a vital role during the first war of Independence of India in 1857.Ganesh Shanker Vidhayarthi and Sh. Kanpur has also played a vital role in the field of education in general and technical in particular. Chirst Church College was established in 1896 A.D. The fist College of Commerce in India- B.N.S.D College, was established in the year 1914 A.D.The first agricultural College of Asia-Government College was established in the year 1941 A.D. and Hart Court Butler Technological Institute (H.B.T.I.)was established in the year 1926 A.D. After the independence of India, a number of technical and research institutes such as I.I.T., Kanpur, National Sugar Institute, Leather Institute and Textile Institute were established at Kanpur.

Kanpur was one of the main centers of industrial revolution in India. Towards the end of 19th Century, Sir John Burney Allens established a group of companies such as Kanpur Textiles, Cawnpore Wollen Mills (Lal Imli), Flex Shoes Company, Elgin Mills and North Tannery under the banner of British India Corporation having headquarter at Kanpur. In the beginning of 20th Century, Lala Kamlapat established a group of companies such as; J.K. Cotton Mills and J.K. Iron etc. under the banner of J.K. During the same period Sir J.P. Srivastava established New Victoria Mills. British Government also established a number of factories like; Ordnance Factory, Kanpur and Parachute Factory in 1886 to supplement their defence requirements. This was the time when Kanpur was known as the Manchester of India.

At present it is rightly called as the industrial Capital of U.P. having the headquarters of many important State Government Departments, such as; Directorate of Industries, State Financial Corporation U.P.S.I.D.C., U.P. Stock Exchange, Handloom Development Directorate and Directorate of Labour etc. connected with the industrial development of the State.

 
  Customs & Central Excise Commissionerate, Kanpur    
 

The Commissionerate of Central Excise & Customs, Kanpur was created bifurcating the erstwhile Commissionerate of Allahabad w.e.f. 7th Jan.1963. Further re-organisation of the Central Excise Commissionerates in Uttar Pradesh took place in 1979 when Meerut Commissionerate for North Region of U.P. was formed w.e.f. 1.6.79. The Kanpur Commissionerate was again bifurcated into Kanpur and Lucknow Commissionerate in the year 1997.

 
  JURISDICTION AND ORGANISATIONAL SET UP    
 

The jurisdiction of the Commissionerate extends over the districts of Kanpur, Kanpur(Dehat) Unnao, Jhansi, Jalaon, Mahoba, Hamirpur, Lalitpur, Agra, Ferozabad and Etawah of the state of Uttar Pradesh. Hdqrs. Office of the Commissionerate is situated in the centre of the city and is headed by the Commissioner. At present there are 5 Divisions in this Commissionerate i.e. Division-I, Division-II and Division-III (All are situated at Kanpur) Agra and Jhansi. The Divisions are headed by the Assistant Deputy Commissioners. The Divisions have been further divided into Ranges, which are headed by the Superintendents.

  INLAND CONTAINER DEPOT, CHAKERI, KANPUR    
 

Inland Container Depot, Chakeri, Kanpur became operational w.e.f. 1st Aug., 1995. M/s C.W.C. are the custodian of I.C.D. Containers are being stuffed and sent to the port-of-Exit from Kanpur. The Government of India have notified this I.C.D. both for Import and Export purposes. This I.C.D. is located at Chakeri, G.T. Road, Ahirwan, Kanpur.

 
  INLAND CONTAINER DEPOT, JUHI RAILWAY YARD, KANPUR    
 

Inland Container Depot, Juhi Railway Yard, Kanpur became operational w.e.f. 29.09.2000. The Commissioner of Customs, Kanpur vide Notfn. No.01/2000 Customs (NT) dated 11.07.2000 issued under Section 8(b) of Customs Act, 1962 has notified "Customs Area" of Inland Container Depot situated at Juhi Railway Yard, Kanpur. The facility for movement of Containers is available between ICD, JRY Kanpur and all Major Ports and Air Ports and vice versa. The trans-shipment of Containerised Cargo to ICD, JRY, Kanpur from all major ports and vice versa is by rail and road.

M/s Container Corporation of India Ltd. (CONCOR) acts as custodian of the goods at ICD Kanpur. The movement of goods by road/ rail from all major ports and Air Ports to ICD, JRY, Kanpur and vice-versa is undertaken by M/s CONCOR on the strength of continuity bond guaranteed by the Transporter/ Carrier.

ICD, PANKI (M/s Kanpur Logistics Park (P) Ltd., KANPUR became operational w.e.f. 10.08.2010. The Commissioner of Customs, Kanpur vide Notfn. No.01/2010 Customs (NT) dated 10.08.2010 issued under Section 8(a) of Customs Act, 1962 has notified "Customs Area" of Inland Container Depot situated at Kanpur Logistics Park (P) Ltd., Panki, Kanpur. The facility for movement of Containers is available between ICD, Panki, Kanpur and all Major Ports and Air Ports and vice versa. The trans-shipment of Containerised Cargo to ICD, Panki, Kanpur from all major ports and vice versa is by rail and road.

M/s Kanpur Logistics Park (P) Ltd. acts as custodian of the goods at ICD, Panki, Kanpur. The movement of goods by road/ rail from all major ports and Air Ports to ICD, Panki, Kanpur and vice-versa is undertaken by M/s Kanpur Logistics Park (P) Ltd. on the strength of continuity bond guaranteed by the Transporter/Carrier.

 
       
  INLAND CONTAINER DEPOT, AGRA    
 

Since long Agra has been a popular world market in the field of Footwears, Woolen Carpets Handicrafts, Leather Garments, Glass & Glass Wares and Machinery Parts. During the last few years the exports from Agra increased manifold. Export from Agra is estimated to be to the tune of Rs.250 Crore every year.

To encourage the exporters at Agra an Inland Container Depot has been established at Agra. M/s Container Corporation of India Ltd., a Public Sector Enterprise under the Ministry of Railways is the custodian. Railway Goods Complex with adequate accommodation for the office of the Customs, Banks shipping lines and weighment facilities alongwith telephone, telex and fax has been developed at Agra.

 
    Foreign Post Officers    
         
  FOREIGN POST OFFICE, KANPUR    
 

Foreign Post Office counter at Head Post Office, Kanpur has started functioning w.e.f. 2nd April 1994. Presently only export parcels are being handled at Foreign Post Office and One inspector is posted for this work.

 
  FOREIGN POST OFFICE, AGRA    
 

Earlier the trade at Agra and adjoining places like Firozabad, Shikohabad, Hathras, Aligarh and Mathura were required to approach the foreign post office situated at Delhi. Now Agra has been declared as a land customs station vide notification No.23/95 dated 28.03.95 read with notification No.63/94 dated 21.11.94 and a foreign post office established at Sanjay Place Post Office, Agra.started functioning w.e.f. 01.12.1995 in which now only export parcels are being booked.
